Contract Administrator

Located in East Montreal, QC. – one of our clients is in the public sector. They are currently looking for a contract administrator (tenders)

Reporting to the Director of Sourcing – here are the responsibilities of the role:
– Supports requests for tenders
– Prepare the schedule for the call for tenders
– Plan and coordinate the tender process
– Defines the compliance and eligibility criteria and prepares, in collaboration with the applicant, the individual evaluation grids when there is a weighting system
– Negotiates, with the applicant, the price when there is only one compliant bidder
– Verifies the validity of guarantees, bonds, insurance, licenses and permits
– Proceeds with calls for tenders with approval or qualification process and proceeds with calls for interest in order to solicit the market
– Ensures compliance with the Contract Management Policy

– Tracks actual expenses (volume of business), identifies significant discrepancies with planning and proposes possible solutions- Performs various follow-ups during the contract, in particular, renewals and validity of insurance, surety bonds, monitoring of the compliance status of CNESST and CCQ certificates, required licenses and permits (RBQ, BSP) and authorizations to contract

Minimum general knowledge required:
Good knowledge of French and English, spoken and written, mathematics, as well as
rules governing the procurement environment.
* Knowledge of procurement processes in the public sector. knowledge of laws,
commercial agreements and management processes in the public sector.
Minimum academic background required:
BAC in administration option supply management or operations management and
logistics or be accredited by the Supply Chain Management Association.
Minimum experience required:
Two (2) years of experience in a comparable position within a purchasing department.
*Experience in a public or municipal environment, an asset.
